I would recommend getting a surveyor out to drill a few holes in your property and fully find out how big your cavitys are. Some old Victorian properties can have bigger and smaller cavitys on different walls. I believe the best you could fill with is polystyrene beads and not the common mineral wool as this is less likely to cause damp issues in older properties.

I would be pretty certain you won’t have a cavity, if it’s a Victorian era it would be build brick bond if you look at the exterior you would see half bricks that’s a full brick bridging the external and internal skin, I would say the best option for you is to dab 27mm insulated plasterboards to the interior and replaster giving you a warmer room to contain the heat and nicely flush clean walls,
