Tidying front garden

Contracted for rendering rather than loft conversion
So far he's had £7000 off me and I've had no work started, whole thing has went on for months. As he's not paid the scaffolder- his contractor, the scaffolder has removed the scaffolding therefore no work can happen. All i've had is lies saying he'll turn up this day and that day etc but nothing has been done. Absolute time waster, very unproffessional, I wouldn't trust him with anything. Revealing round bath and adding new shower screen
