If your downspout is blocked with debris your gutters will fill up with water and pour over the top.

The side of this properties guttering was blocked up along with the down pipe
I cleaned out the guttering and unblocked the down pipe. Then tested the down pipe to make sure there was no blockage further on down the pipe
