Are fencing contractors supposed to know the legal height of a fence?

I had a fencing contractor build a new fence. The council have been in touch and told me a need planning permission as it sits on a wall and is 2m high, are contractors suppose to know the legal height of a fence?

If my memory serves me right, 2000mm from ground level to the highest point of the fence. But that may vary on the region. The easiest solution is to call the council to clear any doubts

I would check with the local planning (council) with regard to you and your neighbour's rights (height).
