Question: Can you plaster over paint?
Yes, as long as you're plastering onto a well-stuck paint - but you must test it first!
To make sure your paint is well-stuck: use a thinned coat of PVA adhesive. Leave it to dry then apply a thicker coat. When it's tacky you can then apply the plaster.
Always test that you're applying your plaster onto a clean and sound surface.
