What should I do as possible water ingress has caused tyrolean render to flake?

My tyrolean on my chimney breast has blown in patches revealing the smooth render underneath I’ve taken off other flaking bits back to good and pva sealed to try and prevent further flaking! the patches are only 2-3mm what do I use to patch and how?

I would recommend that you get a professional Checkatrade roofer to take a look. The problem is likely to be caused by water ingress, the concrete at the top of the chimney breast may have deteriorated allowing water to enter under the tyrolean render, hence the flaking. This needs a physical inspection of the chimney area and roof to confirm what is the actual cause of the flaking render. Simply patching the render will not permanently fix this issue and it is likely to become worse with any additional heavy rainfall.
