It sounds like you have a leak to your roof. You will probably need a roofer to repair the leak in your felt then a plasterer to repair the ceiling in your kitchen, which by the sounds of it has water damage from the leak, causing the plasterboard to bulge and crack.

Depending on what membrane is on your roof, you’ll definitely need a flat roof expert, it sounds like the membrane has failed and it will need a new covering with rubber being my preference.
